3min delay when booting at windows blue logo

Hello, I have recently started experiencing a 3min delay when booting at the Windows blue logo screen.
I have disabling non-MS services, disabling high impact apps at startup, enable/disable fast boot without any luck.
    I have Windows 10, 21H1.
A boot trace is available at Dropbox - boot_1.etl - Simplify your life

Any help is appreciated. thank you

Excellent and thanks for adding those details.

    1) Has this 3 minute delay started after recent hardware or software updates?

    2) Have you followed this or another tutorial on how to perform a Clean Boot?

Perform a Clean Boot in Windows 10 to Troubleshoot Software Conflicts

    3) Are you using any third party antivirus apps?

    4) Do you have any externally connected devices?

    5) Have you tested your OS drive using chkdsk from an elevated Command Prompt?

Unfortunately, I live in a rural area and use an expensive wireless internet service. Your WPA report is 551MB or a couple of days worth of internet for me.

Our local WPA expert is @zinou . If he has time to review your etl report, I'm confident he will point you in the right direction.

    Did you do the basic?
Open a CMD window as administrator and type:
    chkdsk c: /f
It will say your disk is in use and ask if you want to schedule to next start = yes
    Restart
Pay attention on the results, specially bad blocks, bad clusters, bad sectors etc

Back to Windows, open a CMD window as administrator and type:
    Dism /Online /Cleanup-Image /ScanHealth
    and
    Dism /Online /Cleanup-Image /RestoreHealth

I remember having a similar issue in the past. For me the fix was to enter the motherboard bios and delete all irrelevant startup choices. So let's say all you have is a SSD and usb to pick from.. only have those enabled. Example from msi. Probably not the exact place in settings to do that but you get the point, it's been a while for me.

Warning, Samsung 850 Evos require a firmware update, according to Samsung! At least for my 1 TB'er that came with the Haswell build that I bought used and already put together well. IIRC, Magician alerted me about a firmware update. It's possible that yours don't, but it's increasingly likely with the 850s.

I double checked and the only boot devices I have enabled are my 2 SSDs and 1 HDD

No firmware updates are availble for either SSD

I unplugged the USB3 Wifi Dongle and Corsair Headset and the boot delay remained the same. I think it may be related to a bad driver and maybe Windows "times out" after 3 minutes if the device doesn't respond?
