If it's not drivers then it might be Windows behaviour at fault but I am worried that I am grasping at straws.

I think that issue that might require a completely separate investigation but you should be able to side-step it for the time being.
- Check the Task manager startup tab and disable this item if it is here.
- Otherwise, you'll have to be more methodical. See
