Also I did self test hard drive with SeaTools and it passed my hard drive is ok

Also i did sfc /scannow as administrator no corrupted files found

You can boot your computer into Windows Recovery Environment and try to restore Windows 10 using System Restore tool.

i went to windows recovery environment and it gives me error message I did created restore point about few weeks ago and i did not delete restore points

Have you performed a Version Update / Upgrade through WU's?

If so, this is probably why you have NOT got ANY System Restore Points, because it seems that when you perform a Version Update / Upgrade through Wu's, they get REMOVED.

Check your WU History.

I am using Windows 10 1809 Enterprise LTSC
I did not upgrade/update version of Windows 10

the windows updates is up to date! 1809 version Enterprise LTSC and supports until 2029

Use the ShadowExplorer utility to copy registry hives that is backed up by system restore tool and from Recovery Environment you can replace them with registry hives stored within C:\Windows\System32\Config folder. From Recovery Environment open Command Prompt and execute Notepad.exe from menu bar click File --> Open to open File Explorer, make sure to change the file type to All Files (*.*) .
