It's a hidden file that stores layout or settings for a folder, don't delete it you can hide it from Folder Options.

I always delete that file without any visible effects but it shows up after any larger update. You can experiment by leaving it in Recycle bin until sure it doesn't matter.
I always delete it/them. Sometimes after an install or update, I get two or three desktop.ini on my desktop. They don't stay there long.
As for your question, "why is it on desktop and not elsewhere?" you'll find that it's in lots of folders in File Explorer. Often, it's there to hold an icon reference, and the folder has a distinctive icon.
If you right-click a folder and choose Properties, Customize tab, you can set up a distinctive icon for that folder. If you do that, you'll find that there's suddenly a desktop.ini file in the folder along with all the other files. Right-click it (desktop.ini) and choose Edit, and you'll find the path for the custom icon in there.
Always, after a huge Windows update, desktop.ini gets created on my Desktop. I always delete it when it shows up. Nothing bad happens when I delete it.
Don't delete it. Just make it invisible.
It should have its hidden attribute set, and its system attribute set. I don't know why yours doesn't.
Anyway, make those settings and it will become invisible on the desktop.
