All I can say is that (and I have found this true with Windows since back with Win3.1), the boot time is very fast upon purchase and then degrades and becomes a real issue until finally the wait time is so long Windows must be re-installed.
This laptop has nothing running on it but Chrome, is used only for web surfing and Autoruns appears to show little that would take up time at boot. When purchased it raced right through to the desktop. 4.5 minutes to wait until the machine can be used is very long. I guess there is no solution, it just goes with Windows.
This laptop sits next to a chair where I use it when reading. I want to be able to quickly use it when I find something I want to look up, but I don't want to leave it running since I am not frequently there. Is hibernate or sleep a possibility?

Good news to report...
Zinou gave a link to a list of ten things to speed up a slow Win10 boot. I've taken all of the steps except updating drivers (due to the HP support site being down).
The step that calls for clearing the superfetch folder and then restarting several times to rebuild it has resulted in a 50% reduction in both the time to get to the password screen and the time from giving the password to the appearance of the desktop. That's substantial progress!
