Windows is slow to open menus that haven't been opened in a while

Like I right click on the desktop, choose display settings, and then choose sleep. And when I select sleep, it takes FOREVER to open that menu.

Is this because I haven't done it in a while?

Other ones I've opened recently run just fine.

Hi, do you mean Power & sleep on the left in Settings?

No, but I'm sorry for the confusion.

I mean if you right click on the desktop, and then click Display Settings, it takes moments to open. I believed it was because I hadn't used it in a while and it was not in active memory?

I see a similar slowness when opening Photos, appears to be indexing the hard drives for all photos. Succeeding times are much shorter before the computer is restarted or shut down then started. Same for File Explorer in opening drives or folders on the drives.
