I do VTubing on Twitch where I have an instance of unity running in the background while streaming.
I recently discovered that many exe programs reduce framerate when they are minimized causing a slight choppiness which ruins playback on obs.
Is there a windows 10 registry setting that can uncap the framerate or disable the stutter when a visual program is minimised?
If you are using an Nvidia GPU then in the NVCP, manage 3d options is a "Background Application Max Frame Rate" setting, turn it to "Off", check in the G-Sync/ G-Sync compatible settings that "For windowed and fullscreen" is also enabled, if available.
These settings should have an equivalent in the AMD GPU drivers, but I cannot say for certain.
I am unsure and doubtful if there is a global Windows flag for this, but could be wrong.

Ok, so for "Background Application Max Frame Rate" is there a setting matching your display's refresh rate? Maybe setting an actual figure would work. You don't say which GPU or display you are using, is the display G-Sync or compatible?
Are there not any settings in OBS relating to background capture to maintain higher framerates?
Two other options that come to mind are:
1: A setting in the Unity config files that allows for setting minimised frame rate value?
2: MSI's Afterburner (Specifically the Riva Tuner, you might be able to download it separately, but it comes with Afterburner), Riva Tuner has a lot of settings for frame rate, maybe something there will help.
