    For anyone looking for answers to this case, i closed my issue.

    1- As I was expecting, even though my SSD shows 91% health, the issue is not related to it;
    2- Following @TairikuOkami hint to using Microsoft AHCI drivers helped me during shutdown + power on - reboot was still taking 10 minutes;
    3- What solved for me: repair with an in-place upgrade of Windows 10. I selected to let my files and apps, and system is working again as expected. Reboot time went from 600+ seconds to 60 seconds (full cycle);

    If your case is like mine, which the time is not correctly traced by WPR (mine was showing 200~300 seconds while it was over 600), I strongly recommend you to perform this in-place upgrade. I followed some cases with the same diagnostic, and the result was also good.
