My system reserve thing is stuck at 17% Fragmented "Needs optimizing" I can't get it down

That partition shows it does not have a drive letter assigned and doesn't need it, also usually doesn't need defragging as it is normally not used for storing of data by the User, I leave mine alone. There's always 2 or 3 partitions without a drive letter and File Explorer shouldn't show them.
When posting a screen shot/clip of Disk Management it's best to get all the data included.
The hidden partitions are only used briefly during boot up. The impact of a slightly fragmented drive will be undetectable. Leave it alone.
