Your pre session init is very long.
Open Device Manager. Is there any yellow alerts of missing drivers?
Did you try to disable fast start or do a restart?
Did you run a drive check?
Open a CMD window as administrator and type:
    chkdsk c: /f
It will say your disk is in use and ask if you want to schedule to next start = yes

The long delay occuring during the Pre-session init phase is due to high disk I/O performed on your disk H: (The 4 Tb WD HD).

When I look closely to the the trace, it seems that this high disk I/O is caused by the OS trying to read the volume snapshots on this disk.

Delete the volum snamshots on this volume using this command:

    vssadmin delete shadows /for=H: /all

Your boot time will go back to normal.
