For a fairly new install, without anything added on your part, that's not unreasonable. You could also be in OS compressed mode, which would reduce the size somewhat. I would compare the two side-by-side if possible. I think you will find it's your data, maybe OneDrive, on 8.1 that is making the partition large. The OS 8.1 is no where near that size.
This command will tell you if the OS is compressed.
compact /compactos:query
Use a program like
TreeSize Free | JAM Software
or
WizTree - The Fastest Disk Space Analyser
or others to easily compare what is on one and not the other.

Yes, that's about right for a fresh install. Over time with windows updates being applied the component store (WinSxS) can grow. This applies as much to Win8.1 as it does to Win10 , which probably explains the difference in sizes. In both 8 and 10 the component store can be cleaned up to recover space.

Seems normal to me as well.
A complete Windows 10 install can range from (roughly) 25 to 40 GB depending on the version and type of Windows 10 being installed.
Example - Home, Pro, Enterprise, etc.
