The component store is where SFC looks for good copies of system files and where offline DISM looks unless you tell it otherwise. Every system file is there.
    C:\Windows\WinSxS
You will find another copy of the Windows Notify Email.wav file there -
    C:\Windows\WinSxS\amd64_microsoft-windows-shell-sounds_31bf3856ad364e35_10.0.19041.1_none_cd0389b654e71da2
This! This right here – I checked that out (I’d seen it in the CBS log but thought it was just some line of code, didn’t realize it was an actual folder name (can you tell I’m no expert yet?)), and somehow the “Windows Notify Email.wav” copy in there was actually the Win8.1 version I’d replaced the original Win10 version with! I have no idea how that happened – maybe something Windows did automatically during the update to 21H1? Anyway, I replaced it with the actual Win10 file, ran SFC /scannow, and: Windows Resource Protection did not find any integrity violations.

Man, that was such a dumb yet easy fix, lol. Thanks for pointing me the right way! Updating the OP and marking this as solved.

(As for why I didn’t create a system image immediately, I wanted to finish customizing the OS before backing it up. Did create plenty of restore points though, but I replaced the sound file almost at the start of the customization process so it would’ve undone all that work anyway.)

    - - - Updated - - -

Edit: Right, can’t update the OP anymore. Oh well, this post explains everything anyway. Thanks to everyone who pitched in! Y’all were great.

SFC can write a changed file to the component store [despite the apparent point of the component store being as a repository for good copies].

Good to know the problem has been fixed.

My reinstallations take me ages because I make another system image every time I finish a section of reinstallation / setting up work. The last one took 4 days even though I was following a procedure I'd written down.

You don't have an Edit post control under your OP?

That shouldn't be needed anyway because in this forum people don't tend to alter the OP - we just let our final posts explain what the solution was.

Nope, edit button MIA. I’m guessing there’s a time limit involved – my last post still has the edit button, but none of my other posts in this thread do. No biggie though, as you said.

Perhaps there is a limitation for new members to stop them thinking they are supposed to alter the OP.
[My Edit post button is still there in a two year old thread I just checked.]

    Welcome to TenForums.
It's really worth making time to browse through the Tutorial index - there's a shortcut to it at the top of every page.
    - At the foot of the Tutorial index is a shortcut to download it as a spreadsheet.
    - I download a new copy each month so I can benefit from Excel's filtering capabilities when I search for topics of interest.
    - Tutorials are also listed by category at Tutorials - there's also a shortcut to that at the top of every page.
    - Both tutorial pages are searchable.
    - You can also search for TenForumsTutorials in many general search engines, such as Google, by adding site:tenforums.com/tutorials after your search term. For example, taskbar toolbars site:tenforums.com/tutorials

    - And note that you can also search TenForums threads [rather than just searching tutorials] in many general search engines, such as Google, by adding site:tenforums.com after your search term. For example, taskbar toolbars site:tenforums.com [This is what the search box in the top-right corner of TenForums webpages does automatically]
