Startup Selection Reverts from Normal to Selective Startup

When I select "normal startup" in System Config it always reverts back to "selective startup". All the boxes in Advanced T. S.have been cleared. I have read on this forum I'm not alone with this issue and isn't really a problem. My question is if I select the " make all boot settings permanent" will this maintain the normal startup?

    Thanks,,

I have a feeling the start up type reverts to selective depending on whether you have made changes elsewhere to the system, such as disabling the Sysmain service (which a lot of people tend to do when using a boot SSD), using Gpedit.msc and altering any defaults and possibly changing power plan options, telemetry, or changing/ adding certain registry entries (such as ones that don't exist normally on Windows Home where Gpedit.msc isn't available) etc.
It has been a long while since I have done a clean install to test my theory though.
