First, play safe. in Options, click 'Hide Microsoft entries'
Create a System Restore Point.
Then in Autoruns, use File, Save to save the Autoruns settings to somewhere safe.
That gives you two ways to get back to your current state.
If you look at Autoruns, and first concentrate on the Logon tab, you will probably see section headers ending
Run
and Startup
Some of these will already by unchecked by virtue of the clean boot you've done. Note these as you go.
Inspect these, and match as many as you can with the items noted above.
Untick the checkbox to disable each one.
I suggest you try one group at a time. You are trying to determine what is triggering WMI.
Restart and see if WMI is still running.
If not, enable some, retry.
By a process of elimination, identify the cause (hopefully).
Note- there must be more than one, as after the clean boot CPU use is much lower.

Not all of these will be startups, so choose carefully.
