3rd Party antiviruses may be the culprit. Uninstall any 3rd party antiviruses and run the startup time script again.

Another one: Do a clean boot and run the startup script again.

I've had similar symptoms, many time over the years. I currently have Windows 10 on an SDD.
Here's how I isolate these slow boot issues:

Win-R Run msconfig > General > Selective...>Uncheck all > OK
Reboot If it was faster, you now know something is loading slowly, and that it is not you hardware. But, you don't know what or why, yet.

Win-R Run msconfig > General > Diagnostic...> OK
Reboot
Q: Did it slow down again?.
A: If yes, then your issue is either a Device Driver or Service (JUMP to DD below)
A. If no, it's still a fast boot. Then you know it is likely an app that is auto-starting.

Win-R Run msconfig > Set it back to normal startup (You're done with msconfig)
To see the apps that are auto-starting got to Task Manager > Startup TabYour problem is likely one of the items listed. Experiment with disable/boot/disable/boot.

If however the issue is a device drive or service, I find this much more complex to troubleshoot.

Win-R Run msconfig > Set it back to normal startup (You're done with msconfig)
WIn-R Run eventvwr > Custom Views Folder > Administrative Events
Look at the Times and determine where the bootup takes place. If you have to, reboot at a specific time and come back. What warnings or errors happen right after bootup? (You're looking for clues in Events only right after boot) Example: Event Source is XYZ which Failed to start because of blah blah. So YOU waited while this device/service timed out. (A likely target)

You can look at Device Drivers and Service Task Manager > Service Tab but there is a better tool. Nirsoft's serviwin. (Free)
It provides a lot more information, and you can filter out all the Microsoft stuff leaving only the 3rd party Drivers and services. (Options > Show Only Non-Microsoft...) Look for Items that are "Automatic" but "Stopped". These may be your target. I can't help you further here, it depends on what you see.

Device Manager can sometimes lead to a solution too.
Win-R Run devmgmt.msc > Look for an Icon that indicates device is having trouble
In here I have found solutions by updating drivers or disabling unwanted/suspect devices.

My general MO is to first reduce the number of targets, then target.
