HDD Maxing out at 1 MBPS

So basically this didn't start when I first got it. Sometimes it maxes out and sometimes it doesn't. I researched this a little bit and I ran a disk check, and basically everything basic. Nothing seems to work.
I am running on windows 10

Thank you for responding, I have a 2080 super, and the HDD I am using is Seagate BarraCuda 2TB, it is on Newegg.
The HDD maxing out can happen at any time like right now it is. My browser keeps going unresponsive etc. My computer is slowing down and isn't running games properly. Here is a picture of my task manager right now. If you need more specs of my computer just ask!
Thank you for helping - Flaw
Edit : My computer is a desktop

It would help us to help you if we knew what hardware you are running, a little more clearly.
    A Speccy screenshot would help.

Take the screenshot, crop it, save it to the desktop, then...

Sorry if I sent that twice! I meant to send that a while ago but I don't think I clicked the button, my apologies.

I'm not sure what you mean, but here is the storage tab with my driver, It says that everything is "Good" but I don't think so because the driver is maxing out. HDD Maxing out at 1 MBPS-laaj7zxm_.png
