Just switching over to a program causes it to go to 60% no matter what - even in freaking explorer.
This is just an example. It happens with every program which is very annoying.

and report the summary (just the final) result.

Also would like to mention that this happens with everything not just search.
Ive had the issue for a few months but I didn't get help on reddit so I came here instead.
Nothing, it just started and I knoiw that because I use a metered connection and I dont install updates ever.

Thanks. The odd thing about your task manager screenshot is that first process (don't know what that is) and that search indexing is using CPU significantly.
It shouldn't be, unless many files have changed and it's indexing them, or you're rebuilding the index. Even then, just moving the mouse should stop it.
Does that always use so much CPU time?
Please try a clean boot, and compare performance after that.
(Google, or see tutorial if unsure how).
I would say that CPU usage skyrockets when you interact with a program is a normal procedure.
Anything you do is commanded by the CPU. Some tasks are realized so fast that you don't see a big spike. Some (like disk cleanup) take a long time and it almost monopolize the CPU. Also, some tasks runs on the background, like downloading a upgrade or de fragmenting a HDD. You don't know what is running but you see that the CPU is busy.
As you have Ver 1903 I would say that Windows is preparing a upgrade to latest version.
windows 10 2104 is to be released this month.
It wasn't. I just searched google on it and it did that randomly, but I have decided to downgrade to 8.1 anyway. My stupid school is forcing us to use a crappy uwp app that isnt on the 10 store, Most of my classmates use the school provided sp3 with 8.1 but my friends and I dont do I'll just have to go back. Thanks for the help tho
