I can't tell the difference between boot time with it enabled vs disabled. I'm sure that if I used a stopwatch to time it there would be some difference, but with modern CPUs and NVMe SSDs, is there any point to this feature?
...remembering not everyone has a SSD... it's main benefit is for those who (still) haven't - plenty of users with older kit.
Think of the junk pile if everyone replaced their PC every year...
Agree with Bastet and dalchina, you won't notice anything with SSD, these are more useful for HDD.
Keep in mind, there are 2 "fast" functions:
1. Fast startup
2. Fast boot
Fast startup is OS level function that makes OS "save" it's state, useful to reduce disk I/O
Fast boot is BIOS level function that starts only minimum set of hardware\drivers.
The difference is obviously whether you're clean booting or starting from hibernation\sleep.
None of which will offer you anything faster startup compared to replacing HDD with SSD.
Secondary reason why NOT to use any of these 2 functions is that clean boot is always preferred for stability reasons.
Some known performance issues with non clean boot exists but are rare and driver\hardware specific.
If you care about stable and fast system ex. you're gamer or you just want to be more certain it's all clean then don't use these 2 functions.
I never had fast start enabled, but disabling hibernate with the console command actually made booting faster, probably because of the disk space freed which was 6,3 GB.

Just one small point.
The Bios facility Fast boot means whatever the Bios maker says it means. There is no universal definition of it.
In general, Fast boot can mean only a limited set of hardware tests are conducted during bootup [during POST - Power On Self Test].
I have never seen or heard of a Fast boot during which only a limited set of drivers are loaded. Perhaps it was a typo or [as HDMI suggests below, a reference to Win8].

Fast startup is literally designed to break Windows, just to boot a few secs faster. Instead of closing all problematic processes and starting them again, it simply puts computer to sleep and then wakes it up with the same issue at hand. Actually you are supposed to restart not shutdown, restart ignores the fast startup. Still, it broke the ultimate fix.

Not sure it's obsolete but has always caused issues in one way or another eventually for little to no benefit besides a few seconds so most would say disable hibernation completely
With cmd as admin and powercfg -h off and not worry about it or the hype ms and others say it's worth.
Just a matter of personal preference, I ranpowercfg -hibernate offas soon as I had clean installed Windows on the HDD.

I use Fast Startup on both laptops because, even though both laptops have an SSD, on the older laptop the difference in startup time resulting from Fast Startup is 20 seconds. That also includes the time it takes until the last systray icon appears.
As for Fast Boot, Fast Startup used to be called Fast Boot on Windows 8 so, when talking about Fast Boot, you also need to make sure to avoid that part of the confusion, as the term Fast Boot can have two completely different meanings.
