    Disable the protection on the D: volume and on the other volumes except for the C: volume
    then restart your computer.

    You don't need creating restore point on other volumes than the system volume (C:).
    use regular backup to save your data on thoses volumes.

    Even on the second trace I see the OS strugling with the volume snapshot with this GUID :

    system restore is disabled on D drive, but I see 550GB of usage??
    weird...

    what can I do?

    EDIT: I don't see a shadow image of 550GB on drive D, and I have system/hidden shown on drive..

    Your system is using 550 Gb of space for snapshots.
    When you disable the protection on that volume this space will be freed up.

    but the protection on drive D is already disabled...
    what gives?

    EDIT: checked, it's a full backup of C drive saved on D drive...
    the dates match

    so what can I do now?

    reduce the max usage to 4%
    then restart your system.

    if the delay still persist, then delete all restore points:

    It's already on 4%, so the last option is delete all?
    using this command "vssadmin delete shadows /all" ?

    It's better if you have a backup of your system, in case something goes wrong.
    Ensure you've a backup of your system before performing this operation.

    You can delete the restore points using the delete button: See the screenshot.
