I don't think these tools are neccessary on a modern OS like Windows 10. Just use the built-in storage sense and don't install a lot of junk and you are good to go.
But I admit, back in my early days (XP & Vista age) these tools were life-savers.
So many users, mostly non-technical, seem to equate cleaning of various leftovers with tuning the system. It's exactly what the Snake Oil peddlers of the world relish in. Hence the titling of this thread. Personally, I don't see how emptying the ashtray increases the horsepower of a car or gives it less exhaust emissions.
For me it's just getting rid of junk files that are not needed. Nothing to do with tuning system.
Callender, I need your help, my Chrome is not smart to download winapp2.ini -- it keeps on displaying the long long file but giving me no way to download it. Do you have a copy that you could email me?
