So I think I nailed down the generic source of the issue. It's about network resources (folders, files, something).
    How do I know that?
I did a very simple test that somehow I didn't think about doing before. I unplugged my RJ-45 cable.
As soon as I unplug it the problem is completely gone everywhere (browser, software, etc). Any action that involves saving a file manually somewhere on my PC becomes instant again.
As soon as I plug the RJ-45 cable back in, the problem instantly appears again.

I think this is a pretty good hint that the issue is somewhat caused by something connected to that.
Recently I have been forced to install a VPN software (Checkpoint) to connect to my office, before I could retrieve my office notebook.
That software is now uninstalled, but appearently something got left in my PC.
    What could it be?
    Recent resources? Something else?

I would love some tips on how to further investigate this issue and finally solve it once and for all!

Go to Search and type Internet Options and press Enter. Go to the Connections tab click the LAN Settings button. Make sure all boxes are Unchecked click OK.
If you still have problems, Press the Windows key+X and choose either Command Prompt (Admin) or Powershell (Admin) press Enter. Then type or copy and paste this command
    Ipconfig /all> 0 & notepad 0 and press Enter.
copy the notepad results and paste them in your next post.

    I stopped here.
Removed the "Detect connections automatically" check (1st top option), the other 2 options were unchecked.
So far so good, the problem seems to be gone.
Emphasis on seems because as I mentioned before this issue comes and goes in "cycles", so I need a longer time to see if it's really gone.

Out of curiosity, may I ask you what made you think unchecking the first option there could solve the issue?

The first option can be checked or not. it is not checked by default.
I was thinking that the VPN had added a Proxy Server, to go between your internet connection and your office.
If you still have problems, then I would look at the Hosts File (ie) browse to C:\Winows\System32\drivers\etc open the Hosts file with Notepad. There should be no edits to the Host file.
Here is a sample of a Host file that has been edited

Good tip, will check that as well.
After I discovered that this issue I'm having is somehow related to networking, I suddenly remembered something.

Like 1-2 weeks ago (times seems to be fitting the start of this issue) I was forced to remove the old Checkpoint VPN client, but there were several issues in removing it (most my colleagues were having the same issues in their own personal PCs). The uninstall process was stopping at around 50%, making the PC super slow (took me ages even to just let the Task Manager pop up). After several unsuccesful attempts, I had to go into safe mode to finally be able to remove it.

After that I installed the new client which I used for a few days, it's now gone.
This makes me thing that something might have happened during those uninstall attempt, and that might somehow be what caused my issue.

Regardless, thanks for the tips, I'll make sure to test that stuff if I find out the issue is not gone in the next few days.

I had it when saving cmd files and it turned out to be windows defender. I think it was probably running the files through a sandbox before approving them as the delay was very noticable, about 3-4 seconds to save a file thats a few hundred bytes.

But you are using nod32 which is the lightest a/v I have ever used and getting it on images so no idea sorry.

I don't wanna jinx myself, but it's been a few days of intense use of my PC and the issue hasn't returned yet.
Looks like the first part of Spunk's post (removing that check in the Internet Options / Connections menu) solved my issue?
I still don't get why or what's the link between that and my issue, but whatever, as long as the issue is gone I'll be more than happy!

Thanks everyone who tried to help me, I apreciated it.
