CPU constantly at 100% in task manager

    Just an update to this. I found the solution to this and wanted to share to help anyone searching with a similar issue.

    I fixed this by opening command prompt (as admin) and then typing the following two commands

    PowerCfg /SETACVALUEINDEX SCHEME_CURRENT SUB_PROCESSOR IDLEDISABLE 000

    PowerCfg /SETACTIVE SCHEME_CURRENT

    This stopped the constant 100% cpu issue and the temps have plummeted from 70C to 40C

    It seems to be an issue with the power plan (high performance) I had to create a custom plan and set it to high performance as well.

    It is actually not 100% CPU load.

    Here's how to fix it:

    Run the following two commands, which sets the IDLEDISABLE setting back to "0" and then re-applies the power management configuration.

    Open (Admin) CMD window

    Copy this string and hit enter:
    PowerCfg /SETACVALUEINDEX SCHEME_CURRENT SUB_PROCESSOR IDLEDISABLE 000

    Then copy this string and hit enter:
    PowerCfg /SETACTIVE SCHEME_CURRENT

    DONE! 100% CPU issue gone showing real percentage load

    I had the same problem and it is apparently some quirky little random bug that gets triggered.
    Here is the solution that worked for me:

    Task Manager 100% CPU issue

    To fix this, run the following two commands in an Admin CMD window which sets the IDLEDISABLE setting back to "0" and then re-applies the power management configuration.

    first switch to:
    C:\WINDOWS\system32>

    Then enter:
    PowerCfg /SETACVALUEINDEX SCHEME_CURRENT SUB_PROCESSOR IDLEDISABLE 000

    and then:
    (Still in "C:\WINDOWS\system32>")

    PowerCfg /SETACTIVE SCHEME_CURRENT

    Close the CMD window and you shall be all set!

    For other unsolvable windows 10 bugs (Believe me there are many and I talk from experience) i.E. BSOD's I can strongly recommend to run Tweaking.com's Windows Repair Tool (version 4.12). The free version does all you need.

    As you can see from my other posts here, I had some unsolvable problems with my Windows 10 which nobody had a competent answer or working solution for. The same with other forums including Microsoft forums (which in my opinion are the most incompetent and useless).
    I ran once tweaking.com's Windows repair tool as required in safe mode (~ about 15 to 20 minutes) and upon reboot all the problems were solved and gone! Literally just like magic!
    Desktop etc. custom icons, toolbar menus etc. all was the same like before but all the problems were gone and everything worked including the notorious updated crash/trash problem I had.

    If you use it, I recommend to have all repairs checked (01 through 33) except for (08 - repair MDAC/MS jet) which hangs and if you don't want all the default apps back in the Windows app store then also uncheck 27.02.

    I got the same issue for the second time on this system (ryzen1700x x370), I got It fixed once with a repair tool and then I reinstalled it a few months ago since it persisted. Thankfully the fix is working, but It somehow was at 100% again today.
    This fix should be pinned, I ran the system at 100% for months without noticing it because I was just watching videos and writing stuff. That really runs up the electricity bill.

    You're welcome! Glad that my post was of help. Windows is bugware, I think that's the specialty of Microsoft. Every day it's something else.
    I actually started to write a book about what I have encountered with Windows 10 to date. I'm so glad it is not a passenger airplane, I'd be dead 7 times over....
