Unless I am mistaken your cpu usage is all kernel usage, not userland. Possible interrupt storm or something else crazy going on?
When a device generates many more interrupts than it normally would, this would translate into system cpu usage.
In task manager when you right click the cpu graph you will see an option to show kernel usage, if I am understanding your graph right, your cpu usage is almost all filled by kernel usage.
Sysinternals process explorer has a system cpu usage section which might give some insight.
Ok that confirms it is kernel not userland, this is why you not seeing the usage on process and detailed list.

Ok so it isn't interrupts, but sadly I have no idea what it might be. Process explorer even see's it as idle usage, it doesnt show it at all, so when you made that screenshot, was task manager still reporting 100% usage?
