Given that you said this started around 2 weeks ago, that build should well precede that.

You then said that there was no discernible problem with the video card disabled, but Latencymon still showed a problem (a screenshot might be interesting).

Would a WPR trace with the video card disabled reveal anything?

If there is no freeze when the video card is disabled, WPA will show nothing problematic.

I'm pretty sure that this is not a graphic card hardware problem, but a driver problem.

I agree, point being OP said LatencyMon still reported an issue with the graphics card disabled.

ive let latencymon run for a while with the graphics card disabled in device manager, ive also let WPR run for 5 mins to see if it has picked up anything.

    Nothing suspecious in this trace!

have you tried with a different screen resolution?

Is Vsync enabled for your graphic card?

One thing you might consider: your security and monitoring programs/utilities might be "too active" in the background.
For example, after installing Security X version 3, later 4, things sporadically crawled. Removing the latest greatest, installed version 2, things run more smoothly. From time to time, other security and monitoring utilities seemingly "squabble" in the background, seemingly desiring to affect the foreground operations.

the only things i use are windows defender and malware bytes ive not changed security and monitoring programs for a long time, ill see what happens if uninstall malware bytes.

edit: malwarebytes has already been uninstalled so i only have windows defender running

ive rolled my gpu driver back to August release and so far no lags or connect/dissconect sounds but latency monitor still says theres a problem
