Alienware M15 constantly fan runs on high

I'm having a problem with my Alienware laptop where the fan is constantly running near top speed. I've checked the Task Manager, and this happens even when my machine is using less than 10% of the CPU. I've tried contacting Dell tech support, but they were completely unhelpful. I have never manually set any fan curves.

    I am running Win 10 v. 1903 build 18362.1016.

    Good morning, tollbooth.

Do you have the Alienware Command Center installed and running on the laptop?

Yes, I do. Unfortunately "Fusion" never loads despite repeated uninstalls-reinstalls.

Not Fusion you need, it's the Thermal Controls. Do you have this if you open Command Center? Or is it you cannot open Command Center at all?

I can open Command Center just fine. But my CC doesn't look anything like yours. It seems like my thermal controls are in Fusion, which will not load. It hangs at the spinning circle dots forever.

Can you post a pic of what your Command Center looks like, please?

I just looked on Dell Alienware sight, and for an M15, this is the correct Command Center App. If you scroll down toward the bottom, in Compatible Systems, you will see the M15. Is this what you are running?

I believe so, yes. I entered in my service tag # and downloaded and installed the recommended version, more than once.

See what I'm pointing to in your pic? That looks suspiciously like Thermal Something. click on it and see what happens.

I did. It will not load. It hangs forever at the screen I showed you above.

I have tried repeatedly uninstalling and reinstalling the CC. I keep getting the same problem.
