I am almost certain, that i removed the overclocking already but let me restart and double check .
I'm looking for a simple view e.g. Option 4..
Low numbers might give a clue.. just a thought. At present there's no one thing to focus on.
The Windows Peformance toolkit/WPA/Windows performance recorder would probably show what's going on, but it's a graphical tool, not for the first time user, and probably won't run well on a system seemingly running slowly.
It appears that I am not overclocking and never was. LOL I dont know how to overclock it was something i was trying to learn.
My cpu is an I9 9900K and is running ad 4.7GHZ but it the specs on intels site says that it should run at 3.7ghz? and up to 5.00GHz with intel turbo boost, but i never downloaded that so im not really sure.
TBH im clueless, I know just enough to be dangerous.

What you are reporting is strange and not something I've seen before.
Power supply voltages? Just a thought...
Try booting from a Win 10 live boot disk and see what happens with a different Windows build

I went into BIOS and pressed F5 to reset to optimized Defaults. It only said it was changing my settings to ignore my CPU fan speed which i need on in order for it to boot because i am using a pump

Yea I thought it might be this as well so i did a ton of searching around for how to test this and i found nothing. Everything i found wants me to use a paper clip and a multimeter to measure this. I am not comfortable doing that lol.
It is the oldest part in my machine by a long shot and has been in there for 5 -8 years or so.
If you boot from a live boot disk and see the same issue, it's pretty much got to be hardware.
Try a linux one just to be different..
I don't know of one in particular, but Google will help you. There are also some mentioned here and there on tenforums.
