Clock Speed Very High 100% Usage

Hello, I have an older Desktop I built years ago. I haven't turned it on for years and finally fired it up and got thru all of the updates. I noticed it was slow, and saw that the cpu usage was 100% and the clock speed was all wacky (please see attahced pictures). I went thru and manually updated all drivers in device manager under system devices. I tracked down the latest BIOS version from 2011 and updated it, and used Intel's auto update to discover any chipset updates which returned nothing. Kind of stumped at this point. Let me know what you all think, thank you for the help.

I have attached a screenshot of the taskmanager (keep in mind numbers are going up and down but saying at that number of digits) along with my system information.

Hi, how was the PC running before you updated it?

Please post a screenshot of your task manager, processes tab, organising this high to low by CPU usage when your PC is nominally idle, say 5 minutes after logging in.

Then a screenshot of your Performance tab, Disk (C) to show the transfer rate.

Please then boot to Safe mode, and repeat the above.

Then perform a clean boot (Google or see tutorial if unsure how) and repeat the above.

Download and run Crystal Diskinfo portable - you can put this on a flash drive- or anywhere- download using a different PC if that's easier.

Post a screenshot of the SMART parameters for all disks.

Clock speed- you could try running CPU-Z (free) and see what that says.

Note that with an old PC there is no absolute guarantee whatsoever of compatibility with current Win 10 builds. It becomes your responsibility to try to fix issues - if that's possible.

I was curious if you have gotten any further on this issue?

I have the same Rattler P67A01 board. I did a clean install of Windows 10, it was getting stuck on updates and refusing to even download the nVidia update. Then it started giving BSODs. I downloaded and installed the nVidia update separately but that didn't fix the BSODs.

I tried the install process from scratch twice with no luck.

After I realized the CPU was running at 100%, I went through and disabled as many Windows 10 features and unnecessary start up processes as I could think of but still BSODs.

If I boot into Safe Mode the BSODs appear to stop.

I've been trying to find anything from Foxconn but it's as if their support for these boards have been wiped from the internet.

My BIOS version is 4.6.4 released on 04/29/2011.
