There is no digital signature for a downloaded .bat file. SmartScreen wouldn't even let me edit Matthew's .bat file in Notepad until I had unblocked it.
I know, Bree, that's my whole point. JB, and others, wonder why their files are being halted at the door by SmartScreen. It's because the system doesn't know they may have good intentions or intend to wreak havoc. That's the whole purpose of it. How you police that in an open forum is tricky at best.

The system does not know I am the author of the script:

I used the "digitally signed" stopwatch on my flip phone.
From the time I clicked restart to the password screen was 38.06 seconds.
From the time I clicked Enter after typing the password, to the desktop... 2.1 seconds.

System specs are up to date.

BUT... I have a large part of Windows 10 disabled. No MS apps installed.
Only three start up programs and one of those is disabled.

You can't digitally sign a batch file
    (as I know)

Smartscreen doesn't know I'm the author of the batch file either.

Correct. You could be a Russian hacker, it has no idea.

I don't use anything special to unlock the bat file.
If I click on More info I am given the option to Run anyway
After that Microsoft Defender ignores it.

Comments about running the Restart Time bat file:

Before running this batch file I found it best to shut down the computer first and then restart it.
Once logged on again wait a minute or two for the system to settle down.
After that run the batch file.

One of my computers is slowed down by at least five seconds because it is a dual boot. All three of my computers are slowed down because they require a password to log in. Also, all my computers have processes that start at login which add significant time to the startup.

It was a bad timing yesterday for me to run these tests. Each one of my three computers at different times did the following Windows update: 2021-05 Cumulative Update for Windows 10 Version 20H2 for x64-based Systems (KB5003173)

This caused some screwiness on a least two of my computers. One annoyance was with networking where the computers don't show up in the network anymore. This was working OK before that. Sometime a couple boots are required to straighten things out.

Last night I got delayed by 30 minutes doing the restart test on one of my computers. I found it is not a good idea to try a restart test while a computer is doing its daily backup.

Brink has just uploaded my batch script onto SevenForums
He has also uploaded your screenshots by way of explanation.
