Devices and Printers - Add Device / Add a printer - Flashes and closes

    Hello,

I have Windows 10 1909 and when i go to:

control panel - Devices and Printers - Add Device / Add a printer the menu flashes for 1 sec and then closes.

    Also if i go to:

start menu - settings - devices that menu also flashes for 1 sec and them closes.

In addition Bluetooth settings don't work.

I don't have a printer installed and i don't have any Bluetooth devices i just noticed that those menus don't work.
I have installed windows about a month ago. I have setup my computer exactly like i want it it's very stable and fast and would not like to format and start over.

I have tried the usual routine:

    sfc /scannow

    DISM.exe /Online /Cleanup-image /Scanhealth

    DISM.exe /Online /Cleanup-image /Restorehealth

    DISM.exe /online /cleanup-image /startcomponentcleanup

    Get-appxpackage -all *shellexperience* -packagetype bundle |% {add-appxpackage -register -disabledevelopmentmode ($_.installlocation + “\appxmetadata\appxbundlemanifest.xml”)}

    and didn't help at all.

I have tried to find relevant error messages in Event Viewer but nothing came up.
I assume some service is not starting properly or something similar that's why the menus won't work.

    Any help will be appreciated.

    Thank you
    Chris

Hi, you might review this and see if anything helps.. same symptom, shows some things that didn't help, unfortunately the O/P stopped replying.

'Add a printer' dialog crashes immediately

    Similar here:
Cannot add printer in Windows 10 - Super User

    Check these services:
*Make sure the Print Spooler service is running ...

1.GO to Start then run and type services. msc and then click OK.
2.Scroll down and find Printer Spooler service under the Name column
3 Right click on Printer Spooler and select Properties. From dropdown menu choose automatic for Startup type. Check Service status, if service is stopped click on Start and than OK button, but if service is started first stop it with Stop button than click on Start and OK.

*Also..check for dependencies... while in the Print Spooler service properties..
1.Click the Dependencies tab. The first box lists all of the system services that must be running for Print Spooler to start. These are the dependencies.
2.Make a note of each service, click OK
    3. Now go through the list and start each service upon which Print Spooler is dependent( if the service is not already started). If a service was not started, right-click it, click Properties and then confirm that the Startup type is Automatic.
You might check a couple of Bluetooth services:

    * The similar threads didn't really help.

    * Print spooler is indeed running

I managed to find this entry is event viewer :

Thank you for your reply. As my crystal ball is currently down for scheduled maintenance my ability to provide an exact and precise solution to your particular problem is, regrettably, limited. Good luck.

If you create a new user for test purposes, log in as that user, do you see the same thing? If not, it's specific to your user profile and general Windows repairs will not help.

    You could:
    - perform an in-place upgrade repair of 1909, for which you need a 1909 iso- freely downloadable- see tutorial (or bootable disk)

    - try using Tweaking.com's free repair tool - follow the guided instructions and select only relevant repairs (services)

Ok, good, see post #6, then given your post #3 you could try the appropriate command to re-register Settings
Reinstall and Re-register Apps in Windows 10

but that still wouldn't deal with
control panel - Devices and Printers - Add Device / Add a printer the menu flashes for 1 sec and then closes.
Is your problem similar to this - note the additional Add device that was failing and things that were tried:
'Add a printer' dialog crashes immediately

(Note: Tweaking.com's tool offers a 'repair print spooler' repair, but your problem may be different)
