    Ok, good, see post #6, then given your post #3 you could try the appropriate command to re-register Settings
    Reinstall and Re-register Apps in Windows 10

    but that still wouldn't deal with

    Is your problem similar to this - note the additional Add device that was failing and things that were tried:
    'Add a printer' dialog crashes immediately

    (Note: Tweaking.com's tool offers a 'repair print spooler' repair, but your problem may be different)

    Thank you for trying to help. Tweaking.com's tool + Windows Update fixed the Add a device / Add a printer flashing and closing now these 2 menus do work

    The only problem that remains now is with system settings:

    * Start menu
    * Gear icon
    * Devices

    Clicking Devices closes the whole Windows Settings. Any ideas for that ?

    Ok. Try re-registering Settings as above.

    Tried to register "settings" with the following command:

    PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage *immersivecontrolpanel*).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"

    Command finished successfully but issue still remains.

    Hello,

    I found what the issue was. I had installed Blackbird:

    Documentation - Get Blackbird

    To stop telemetry and other windows 10 annoyances and the newest version breaks the Devices menu in SystemSettings.
    So after install BlackBird you should do the following:

    blackbird -i = Fix Bluetooth pairing, Device Settings, Focus/Assist and user notifications.
    blackbird -l = Fix network/LAN connectivity issues.

    I was aware that BlackBird was messing up networking and that you should apply the FIX but the blackbird -i is new to this version and didn't know it was an issue. Oh well

    Thank you for your time and effort.

    Well at least we managed to fix it half way without knowing it was BlackBird to blame, and i was made aware of tweaking.com repair tool which is very useful

    Despite all that i would still recommend BlackBird

    Thanks again

    True. To consider: Windows telemetry allows MS (presumably) to detect some of the failures to upgrade or update, and hence make corrections an amendments to their roll-out program. Rather necessary given their history, continuing now with 2004.
