Windows gets sluggish when video is playing

When I play any video on any player or a browser the video runs perfectly smooth around 10 seconds and then suddenly the video doesn's run so smoothly anymore. At the same time the whole Windows UI gets sluggish. It looks very much like refresh rate drop but I'm not sure if it's that. When I press 'PLAY' and start making a circle with my mouse I can see like 20 cursors in the circle and in 10 seconds suddenly I see only 5 or 6 cursors. Also mouse lag appears and all the animations, like dock sliding out or in, are like 5 fps movie. When I stop the video, or cover the video with any window, within 10 seconds everything gets back to normal. I have no clue what causes this.

All the drivers are checked and uptodate
    Windows is reinstalled and uptodate
All unnecessary services, bloatware etc. disabled or deleted
    BIOS is upgraded
    Disk errors checked
    DISM and SFC scans made
    Various Regedit fixes tried

Is there something else I could check out?

    Welcome to Windows Ten Forums!

Take a look under Task Manager - maybe some process is consuming extra CPU cycles.
I am assuming that your video drivers are also updated.

    1) Is the computer consistently fast, aside from playing video?
    2) Could you please tell me what video player you are using?
    3) Try testing with VLC Media Player -

Official download of VLC media player, the best Open Source player - VideoLAN

    We can go from there.

    Thanks.

    Thanks:)

My English grammar is quite bad so I'm not sure what the first question means.

Task manager: (when video is playing)
    Processes tab: CPU 1 to 5 %, GPU 1 to 12 %
Details tab: System idle processes: 96 to 99 %

So I guess this means nothing too heavy is going on?

I have studied the issue using VLC, Potplayer, Windows Media Player and Mediamonkey + Edge Chromium, Chrome and Firefox. No matter what player or browser I'm using the problem starts always the same way... around 10 seconds normal then something happens.

Yes, also the video driver is uptodate. First removed old stuff with DDU and then installing the video driver.

    Few suggestions:

    1) Cleanly uninstall your RTX video drivers using Programs and Features under Control Panel. Make sure nothing from Nvidia is left behind.
    2) Download CCleaner (free) to scan the registry and remove all entries on the default setting.
    2) Reboot and install the new driver set from the Nvidia website.
    3) Check and see.

I might need to see a list of programs on your system.
