I just tried in safe mode, Windows Defender, and it gives the same result. Robocopy completely freezes up if I attempt to close it once it starts attempting to copy a file.

You can add Robocopy to Defender's exclusion list -
Settings > Update & Security > Windows Security > Virus and threat protection > Virus and threat protection settings > Manage settings > Exclusions
However, I don't think Defender is the problem.
I'm currently running a Robocopy test without it being excluded, and it works fine.
I noticed the screen shot you posted of the .OGG file it's trying to copy has an extremely long file path.
If you happened to use /256 in the Robocopy command line, that turns off support for anything longer than 256 characters.
If you didn't, I would start looking for errors on the drive.

Yeah, that's what I've been doing. I ran chkdsk on it overnight, and it got stuck on stage 1, 67%, 0% total for like 10 hours. I scanned with CrystalDiskInfo, and it gives a Bad status on the drive, with a red on Reallocated Sectors Count, and yellow on Current Pending Sector Count.
From what I've read, if it has bad Reallocated Sectors Count, there's nothing to do to fix it... at this point, I'm just taking stuff off the disk that doesn't seem bad yet, and replace it with a new one...
