Windows 10 Restart horrifically slow

It's asking me if I want to make changes to this Device ... should I put yes or no?

When it asked me if I wanted to make changes to this Device, I put no. It still run and seemed to be gathering info as shown in the Instruction page but I see no new zip file created.

Which antivirus is running?
yes

Norton 360 ... but should I put yes or no when asked if I want this program to make changes to the Device.

One of the planned steps was to uninstall antivirus software > make sure windows defender is on

Ok sir ... this is getting way too complicated. I think I'll leave this thing alone, for I never thought it was going to be this complex. Thanks for the efforts on your part though!

Had you tried clean boot?

No but would not a clean boot be more so for a faster startup instead of a faster restart or am I way off base?

It may improve both.

Possibly but I'm ready to slip into a light coma about now so I might give that a whirl tomorrow. I'll get back tomorrow & let you know if I take that route. Thanks again for your tireless efforts & expertise, of which I have none!
