The High Performance power profile still exists in Windows 10 2004, even if your computer is using Modern Standby. You can open a command window and enter any of these commands to switch back and forth between profiles.
High Performance
powercfg /s SCHEME_MIN
Balanced
powercfg /s SCHEME_BALANCED
Power Saver
powercfg /s SCHEME_MAX
ThrottleStop 9.2 includes an option so you can access these profiles without having to open a command window.

You can also edit these profiles but that is trickier. You will need to use the powercfg command with the -setacvalueindex or -setdcvalueindex options.
