Considering this is a 2007 era machine, it may be a defective drive.
But, look in the Device Manager and see if there is any error code.

--- To me you are probably are replacing the original or maybe a replacement disk.
"good disc"
--- It sounds like it isn't a new disc.
--- How do you know its a "good disc"

--- If the disk isn't being read how can you get into device manager?
Are you talking about either a floppy disk or an optical disk? - in either case it's probably a dirty or defective drive. So try cleaning & if that fails replace.

Does the disc work when you insert it in the drive of a different computer?

End users generally clean the drive by using a cleaning disk - if you can find one these days. Or by getting someone to do it for you.
I'm thinking you are using a 3 1/2" floppy drive.
Why it works on your laptop but not your Dell Optiplex 755 desktop, we cannot tell.
--- Is the laptop on Windows 10?
When you boot up with the floppy drive in place, do you get any messages such as press some key to use the floppy drive?
--- If I remember correctly, it should be drive A.
--- Leave the floppy drive in, start up and see if Drive is available to use.
--- If not, shut down, start back up but go into your BIOS and look for drives that are available.
When you can go into Device Manager and see what is reported for your floppy drive.
Go to the system board components on page 36/248 & check the connector #21 for the floppy connector (DSKT).

--- While your at it, check for any other connectors leading to your floppy drive.
You can also go onto Dell's website using your service tag number and see if you can download the driver if it makes sense to do so.
