Thank you. When defrag finally finished, I shut the laptop completely. Times for boot up were: about 60 seconds to a blank desktop appearing. over 103 seconds (I stopped counting) for the desktop to be populated by most icons. On my other W10 laptop (I7, 8th generation) it is more like 2-3 seconds to wake up from sleep to login screen. I'll try hdtune and Hard Disk Sentinel. Thanks you.

For a cold boot to desktop with a HDD that's not unreasonable, alas.

Faster with Fast Startup on in Windows to lockscreen with a HDD- then time to load startups.

With a SSD time to lockscreen around 12-13s. But it still takes noticeable time for my startups to load after logging in.

But it seems your resume time is still lengthy..

I will look up Fast Startup. How do I implement it? Are there downsides to using it? I checked system memory and no problems were found. Next I'll look at the startup folder. ***How do I access a program that User Access Control has blocked me from? I am the sole administrator. The program is Classic Shell that needs to configure itself for the new OS. Appears at every bootup but UAC won't allow it access. Thanks for everything guys.

Fast Startup is on by default- but it can cause problems with some device drivers.
The Pros and Cons of Windows 10’s “Fast Startup” Mode

You shouldn't be having any startup problems with Classic Shell (now Open Shell with a new team).
    Try reinstalling it, perhaps.

    Here's the startup FWIW:
