Problem is that all these add-on utility softwares and poorly written applications tend to slow you down even more.
Paint Shop Pro is one of them. I would never use a Corel product. It's spaghetti code.

    HTH

Paint Shop Pro 7 is a Jasc Software product, not Corel.

I've been using it since XP with no problems whatsoever.

Whoever it was sold to is surely irrelevant. Mine was owned by JASC when I bought it.

Software inventory ? What, exactly, are you asking ?

As far as I can see everything is behaving as it was before it decided to slow down.

and I can assure you that it is not irrelevant, as if you are still using the same version as when purchased, it will NOT run OK on 10 as it is not totally compatible with 10.

Please edit your profile with ALL your hardware specs. It will help us to help you/
System Specs - Fill in at Ten Forums

A problematic HDD can slow down all tasks. There are two kinds of disk problems:
    - Logical - Can be fixed running check disk
    - Hardware - Normally a surface damaged. It can't be fixed. Drive should be replaced.

    Do a check disk.
Open a CMD window as administrator and type:
    chkdsk c: /f
it will say your disk is in use and if you want to schedule to next start = Yes
    Reboot
Pay attention on the results, specially bad blocks, bad clusters. bad sectors etc

Sorry, but it has been, and still is, running perfectly OK in 10.

    " Do a check disk. "

I did. It corrected a few bad files. No idea what they were.
