How do you setup open gl on an amd based pc?

I have an amd based laptop that according to gpu-z supports open gl.

How would I setup open gl with the following cpu :AMD K15 Stoney Ridge Technology and GPU:ATI AMD Radeon R4 Graphics (Lenovo) 1GB?

Usually OpenGL libraries are included in graphic cards drivers.

So it would be configured through windows environment?

I read open gl is a setting in your graphics card that is called triple buffering. But I read somewhere that if tuned properly can have a performance increase on your system and that it's used for developers but I wouldn't mind doing it just because and keeping GPU and CPU in sync isn't a pad idea in my opinion it's just learning to configure it properly and for performance enhancements.

I think I meant Open CL but I got side tracked when I seen my amd GPU has Open GL.

OpenGL or OpenCL are part of the graphics driver.

Elements maybe installed by some applications.

OpenGL (Open Graphics Library) is a similar function to DirectX(Microsoft).
OpenCL (Open Computing Language) is a programming framework, vaguely similar to .NET Framework(Microsoft).

You can look up the details on Wikipedia or whatever.

No, because neither are MS products as such.

There is a Triple buffering On/Off feature in my Nvidia Control Panel and you may have that in the graphics settings of some games.
It is not some general "go faster stripe" hidden setting for gamers.
