I get extreme lag whenever I download files.

Whenever I'm downloading anything from any source, I start to get lag. It's pretty bad, the mouse skips around and I can barely even use my computer. I had to refresh Windows 10 because I struggled with lag so much after some time went on and RAM usage went up, with a download going on it was unbearable. The refresh helped a lot, but unfortunately, I still struggle with lagging when I am downloading something.

I've tried the Get-appxpackage powershell method, installing a recent network driver, refreshing, getting a new GPU (from RX 580 to RX 5700 XT) and installing new graphics drivers, closing all programs.

This is really annoying, of all things, downloads are causing me lag. I have an 8700k and 16GB of RAM. I am bewildered. Could it be a faulty windows kernel or something? The worst part about the lag is that audio also lags hard, stuff starts to stop responding sometimes, etc.

It could be buggy network card driver you can install latest version of the network card driver from website of the network card manufacturer if latest version wont help try previous version of the driver.

I just tried a previous version of the network driver (24.5) and it didn't fix it, and I've already tried the newest version. Got the driver from this website: Download Intel(R) Network Adapter Driver for Windows(R) 10

I tried trying the official drivers for my mobo ASUS Prime Z370-A from here: PRIME Z370-A Driver & Tools | Motherboards | ASUS USA but unfortunately, the LAN driver won't even open.

I thought I fixed it by flashing my BIOS, since I wasn't lagging when downloading from Steam.... Then I opened VLC and it started to lag once again. Weird...

I fixed it by uninstalling ZoneAlarm.
