Windows 10 fast boot, very slow reboot

Before I enabled fast startup the boot took about 5mins and sometimes a lot more. Now after I enabled the fast startup it boots in about 10 seconds. Reboot takes more than 5 minutes. I've had this problem for 3 years. The slow part is the screen with Windows logo and rolling dots loading icon.

This is killing me slowly. I have reinstalled Windows but the problem remains. I got a lot of files and programs I need so the Windows reinstall I have done maintaining files and programs, so I guess it doesn't clean the registry.

I've tried to analyze the boots using WPR/WPA but it's too hard for me to interpret. Maybe if you guys could help me out. I really appreciate it. This has given me so much headache.

    Specs:

    Windows 10

    MSI x370 gaming pro carbon
    Ryzen 1700x
    Ripjaws black v 32gb ram 3200mhz (running 2933mhz)
    Gtx 1080 ti
    Samsung 850 evo ssd x3
    Wd blue ssd
    Evga 750w supernova g3

If you are running Windows 10 Pro, you might try activating the Windows Boot Performance Diagnostics. See this article:

Yep, that's an older article and for Pro up.

    You can try
How to turn on verbose booting mode in Windows 10 with a Registry edit - TechRepublic

but am not sure how much you will gain. (The WPA presents things graphically).

Also compare a clean boot (Google if unsure how)- is the boot time much different?

Another thought: I had a system that was very slow to boot when I had external drives attached. If you have any external devices connected, try disconnecting temporarily as a test to see if they are affecting you.

I'll try that verbose thing. So it's the same thing as WPA except in real time and on command line form? Maybe I can see there what are the slow parts?

And I already plugged off every external device except usb mouse and keyboard.

Something is clearly slowing the boot down, just got to find out what it is.

You mean with clean boot disabling everything else from msconfig except MS processes? Haven't tried that yet.

You should also cover the basics:
check your disk: e.g. HDTune v2.55 free Health and Error Scan tabs
    check your file system: run
    chkdsk c: /scan
from an admin command or Powershell prompt.

Compare performance figures for your disk - e.g. Crystal DiskMark

I have actually done the CHKDSK for all the SSDs. I have tested also their performance with As Ssd test tool. Everything seems to run ok.

I have also run sfc scan with no errors

Any cons in verbose booting windows? Can I just leave it on?

Now even the normal booting takes more than five mins. Weird bc few hours ago it booted in 10-15 seconds with fast startup. I didn't change anything, didn't even use the pc and now its looped in windows loading screen for about 10mins before loading up.

It's usually a bit slower with that on.. Naturally try to spot anything shown on the screen during boot for a long time.

This also tells you how to view the log generated.
Use Verbose Boot Messages to Troubleshoot Windows Startup Problems

I suggest you keep a note of cold boot and restart times in each case in a little table.

I suggest you save a copy of that log, then do a clean boot, comparing the time, and compare the log files. Expect little difference in drivers loaded though. If the problem is driver related you can disable non-MS drivers progressively using Autoruns (free from MS).

That's a purely try it and see approach, whereas WPA might have shown you the delay.

I did a clean boot, same slow boot continues. Took about 10mins.
Then enabled the verbose booting: the slow part is with the windows logo and the dots rolling in circle. No any verbose boot data in that phase. It stays in about 10mins in this screen dots rolling, after that it continues loading windows and shows verbose info which goes by pretty rapidly.
