They are new files, just downloaded from NCH Software. Very reputable, have many of their s/w

Tried several times clicking on the exe file, but the blue circle curser just keeps going around.

    Thanks for reply

NCH Software is dodgy if you run freeware ones as it installs other stuff as well. Have you tried runing as admin and the menu and tried a reboot in case its need to load new stuff?

Sounds like the exe files are not totally compatible with Windows 10 or your antivirus software is blocking it. This happens sometimes. For example Vivaldi web browser gets updated and sometimes it won't launch but the previous version was no problem. In this scenario it took some time ( a week or more) for the AV software writers to alter their software to allow the exe program to launch. Try Bitdefender AV (It's free and has a good reputation) instead of Avast AV?

    Just a thought.

Incidentally why are you still on Windows v1903 ? Latest is v1909 and it is about to change again to v2004.

Maybe the update will be more compatible with the exe software.
