Logon is a task trigger in Task Scheduler. There are a great many tasks that include this trigger value, as this snippet from Nir Sofer's wonderful TaskSchedulerView tool illustrates:
Thus, I'm a little mystified myself, as to which of these many tasks (and others, with multiple triggers) the other poster refers. Hopefully, we'll learn more from that source soon.

PS: just went back to look and found what the OP was talking about in the MS Task Scheduler. Here 'tis:
Not sure if disabling the task is a good idea, but the technique does work.
Interesting!

OP here.
So far, there has been no problems since disabling. I will report if I discover anything.
So if all those entries are triggered by the LOGON task, what does that mean - what does the LOGON task do (in layman's terms)?
Good article on AskWoody.com on this: ProvTool.exe creating temp folders
Indicates no problems after disabling the task.
Thanks. That does shed a little more light on the subject.
Very interesting that the blank folder issue comes and goes depending on the version of Windows.
Well, half a year later and I'm up to another ~4,300 of these - which started exactly the day after I purged the previous lot (as per my last post). It did not make any difference that I have been migrated to 21H2 sometime in that period either.
So, do you think anybody @ MS will do something with it eventually...?
A difference I see between yours and mine says there may be something messed up in the Users and Windows folders, here's mine on a Default install showing the AppData folder under the Users and logged in user subfolder:
When things are not in their 'right' place Windows can get confused in its actions.
I also do have AppData folder related to my (and any other) user profile on this PC, and it's utilised as expected, so I don't think it's a culprit here.
EDITED TO ADD: As I'm typing this from my laptop that hosts Win 8.1, decided to have a look and voilą:
This destination looks relatively clean to me - as opposed to what I see on my Windows 10 PC.
