I also have them, going back to 03/14/2020 6:55PM.
Each time I get them there are 19 of them.

Checked Event Viewer and they seem to be associated with this:

Seems to happen every 10 days or so on my PC. Just killed all but the most recent set. Will report back if any issues pop up as a result. Everything I can find on this seems to indicate it shouldn't do any harm. We'll see...

This task is run at the same time stamp as the 19 files created today. Actually, one second difference.
It is found in Task Scheduler > Microsoft\Windows\Management\Provisioning\Logon
Not sure if there is any relevance.

    Update:
The older files are not self deleting. The list keeps growing.
As seen above, it seems that there is a Scheduled Task that triggers at the same time each day that the 19 folders are created.
The earliest folders are dated 3/13/20. There was a Cumulative Updated installed (KB4540673) on 3/13/20

Does anyone know what the LOGON task is? (Task scheduler > Microsoft>Windows>Management>Provisioning)
Do you think it would be OK to disable this task?

Could someone else check to see if they also have a correlation between the date their folders started and KB4540673?
And do you also have the LOGON task in your scheduler?

    Thanks

I expect many people posting here have ample time to solve this puzzle in the current lock down!

Take a look at this one. Seems to be same issue, with some more explanation and a cleanup script. From April last year.....

As I stated above, the folders seemed to be created due to the LOGON task in Task Scheduler (See post 13 above).
I disabled that task and now the folders are not being created anymore.
There have been no problems with the system since disabling the task.

    Thanks for that info.
If disabling the task stops the folders from being created I prefer that over automatically deleting them.
If I needed to reverse the procedure due to some unforeseen problem it would be simple to do.
