Are you running a standard public release or a Windows Insider slow build?
This is a known and ongoing issue in the Windows Insider Slow ring builds.

Well, i imagine you just solved the big mystery then ^

Thank you very much with chiming in with that information! I am in fact on 19041.153 on both afflicted PC's. Oddly enough, the laptop is on fast ring and is even further forward than that and doesnt seem to have issue.

I guess i can forget about that for another month until they start pushing the good stuff live as I went back to release candidate. Normally i stay out of the insider rings on my main pc's but i was impatient and needed to get my recovery partition recreated among other things :P

It was listed as a known issue in the 19041.1 release notes and has been present ever since.

Announcing Windows 10 Insider Preview Build 19041 | Windows Experience Blog

The odd thing is it has never been listed as solved, but it's not still listed in the known issues.
