Try disabling shell extensions using Shellexview (free- just search for it)- starting with anything added around the time this started.
Make sure MS extensions are hidden by the program.
So it is a user profile problem then. I would make a new one and migrate.

If it's just a shell extension, then
a. you need to find it else the same could occur if you install the same program for that user
b. it doesn't take long to check (Install, run prog, disable all extensions and see if any difference).
But it may be something else.
Of course if your profile is actually corrupt (hard to prove) then a new one would be the way to go.

Suggesting shell extensions is of course just one possibility, a guess, but a reasonable one. We have no evidence of the cause.
Your last test does not rely on explorer- not surprising that it's different.
Try observing your task manager. Display that, then perform a problem operation. Do you notice any change in resource usage?
If you wish to take a more diagnostic approach, download and install Procmon (process monitor) - free from MS.
This creates a complete log of all activity including registry access.
Very simply, minimise the activity on your PC. Run Procmon, start capture, then perform a problem operation, noting the exact time at which you start.
Stop the capture in Procmon.
Inspect the log from the time at which you performed the operation. Look for any repeating event.
Further: To eliminate items from the log, you can perform a capture, then set filters to eliminate items from the displayed log. Then do the above so that only new items of interest are shown.
Sure, but you need to know the related process, if any- it's unlikely to be just explorer itself.
