I was trying to override a dll file and for some reason my computer will replace the file , but when i check properties is the same old file.
Also looks that if i want to change user permissions i get an error, and also if i want to adjust the UAC i click on it and is not going anywhere.

Sometimes Windows simply won't allow replacing a .dll file it has installed with itself, self-protecting. I have heard of success in booting to a different OS such as a Linux LiveDVD and replacing the file while Windows is not running. Have also heard of 'registering' the new .dll file in Windows. If, as seems to be the case, you are trying to change permissions for the whole of the OS drive then Windows will reject the attempt because users do not have sufficient permissions to do that for all its contents.
Please could you explain exactly what you are doing & where in the system. And why.
- UAC is not particularly associated with the dll job you have set yourself.
- There is no useful permanent change to be made to the default UAC setting except to increase it to maximum.
- If the UAC slider refuses to move it might indicate that you have applied some third-party facility that inhibits it from being changed or, conceivably, that there is a fault with your user account or a general Windows system fault. And that general Windows system fault might be the same thing that is causing the error you see when trying to apply permissions. Have you already managed to overwrite some system files?????

Why do you want to change permissions on the root of the C: drive? Doing so is a well known way to break a system.
However, the system already seems to be broken. You are not being denied access. Rather, that error message is telling you that when you clicked the Edit button an action to display was not found in the appropriate CLSID key in the registry.
It should let you change permissions, even if it is a very bad thing to try.

All this started when i tried to update a surveillance software and had to replace a dll file in programs in C drive, just did not want to replace it. I try other dll files and had the same problem, then digging more found permission restrictions, un-able to uses system check or repair , uac, and other system stuff.
But i fixed it all by re-installing windows 10 home and i have choose the to keep all files, and after was done looks that i am in business not. I have created now a window image of my drive and also used a Macrium to do a backup too, just to have it .

A new install was probably the only sure fix, all the evidence was that you had stumbled across an underlying error in your system that had been there for a while...

And I'm very glad to hear that. A system image is your best insurance should anything go wrong again.
