It (effecting both restart and shut down) can be done in the Power Options?
And is it correct: deactivating the quick start means Win shuts down completely and starts without loading anything from the hard drive?

I agree with dalchina. Fast Startup has been known to sometimes cause issues with shutdown.
No, a Restart doesn't use Fast Start up, it's always a full boot from cold. Fast Start up is only used when you power up after a Shut down.

Correct. Fast Startup is a form of hybrid hibernation. At startup the kernel state is reloaded from hibefil.sys.
Another advantage of turning it off is that, with Fast Start up enabled, at power on many PCs will skip the bios screen where you can use a function key to enter bios setup.
I disable it on all computers I service. Too many issues caused by it being on. If a user wants/needs faster boot times an SSD can be installed. SSD's are not as expensive as they once were most do not need a very large one as most are not using a fraction of their current drive space.

So each restart is a full start, there is no fast restart. Didn't know that. Thought, if enabled the Computer always starts / restarts with fast start. I always disable Fast Startup on SSD based PCs since there is negligible speed improvement. I had to turn off Fast Boot in the BIOS of my 2012 motherboard on advice from Gigabyte to prevent the boot occasionally hanging on turning on the PC.

I keep it off.
Fast startup can cause sound issues(DPC problems) with the UAD Realtek drivers and Nahimic drivers.
Also changes Windows makes to the registry, such as NTUSER.DATA(all your user settings for Windows that are temporarily saved in inside of an .ini file) and any final change an update needs to make permanent, Windows needs to be either restarted of completely turned off, also pendingfilerename operations(such as to the WinSXS folder for shared DLL's and OCX files) are done at full shutdown time.
