No, not yet. I'll get there when I have time. In the meantime I feel the need to add that though I am a "junior" member of this platform, I've not been a "junior" of anything for at least a couple of decades. I learned to code back in the 70's when Dr Dos still existed and Bill and Allen were kids breaking into the PC world.
I started using and building PCs in 1992. And I am constantly amazed by how much I don't know. Things are constantly changing.
Always keep in mind that the folks on this forum are in the dark. We can't see your PC, we don't know the immediate and local configuration, or your history with the device. The only information we have to go on is from the questions we ask.
Your problem is a strange one. I have always thought it was impossible to start a PC from dead OFF with any device unless those setting in the BIOS were set to do so (when they are set the PC is not ever really dead OFF). So if it is doing what you say, then people like me need to discover how that is possible. So stick with us and we will help if we can!
The problem has not abated even after I changed the mouse power management to disallow this device to wake this pc. It does disallow waking from sleep but has NO affect on the ability of my mouse to boot my pc from POWER OFF! This mouse is driving me nuts; it even moves me back to my desktop if my elbow touches it slightly (and NOT to any specific desktop selection.)

Is the mouse wired (USB), or wireless?
Did you confirm that the settings in the BIOS are not enabled to wake the PC? (It's been a while, and this is an important piece of information.
It is a PC new 12/15/19 Dell
The mouse is wireless.
I found zero, 0, no options regarding mouse abilities in this regard in the BIOS.
Try moving the wireless dongle (USB receiver) to a different USB port.
On newer PCs some USB ports are constantly powered - to charge phones and stuff - as long as the power supply is turned on.
Hi, you say it's a DELL - what sort of DELL we still don't know. Given that, it's hard to be precise.

TV2, that just might be the answer. My PC has 2 types of USB ports. Some are "USB 3.1 Gen1 Type-AConnector" and the other is "USB 2.0 Connector (Supports SmartPower On). My mouse was connected to the 2.0 connector. I've moved it to a 3.1 type. From the description of the 2.0 port, I have hopes that you have nailed the answer. I will return to report. Thanks.

I've been wondering what difference is between the 2 types of USB ports. Been too bogged down trying to transfer all my files and download/install apps. Thanks for the link and help.

Now, using up a 3.1 port for a wireless mouse is nuts. Are there any normal USB 2.0 ports on the back of that PC?
If you look at the page that dalchina posted there are some Dell BIOS settings that would allow you to turn off that PowerShare feature. Does your BIOS have any of those settings?
I can't believe a manufacturer would make a PC without 2 standard 2.0 ports for a wired mouse and keyboard.
