This reminds me of when i was faced with my computers running windows Xp, and Windows 7 was now being installed.
I don't think anyone likes moving from something they have been using and facing the unknown of a new OS.
I do think Microsoft was not ready with windows 8, but as we know today Windows 10 is about as good as it gets today, perfect maybe not but it has worked for me.
The amount of required memory depends on what you're going to run on it.
If you don't use Autocad, Photoshop or other kind of software that requires more than 4G, stay with Win 32 bits. 64 bits is only mandatory if you have more than 4G of memory.
Your laptop will run much better not if you add more memory, but after a clean install of Win 7 or Win 10 32 bits.
I recently purchased a 13.3" Dell Latitude Notebook with a 1.7GHz CPU and 8GB RAM running Win10 64-bit on a 128GB SSD. It is quite suitable for the need, Internet, E-Mail, videos, etc., at a respectable price of $159 with a 1 year warranty [Renewed/Refurbished]. Same for a 12.5" Dell Latitude with 1.6GHz CPU and 8GB RAM running Win10 64-bit running on a 256GB SSD at a respectable price of $169 with a 1 year warranty [Renewed/Refurbished] used for its portability while undergoing chemotheropy. Basically the CPU speed doesn't appear to be as important as the RAM and the SSDs they are using. For whatever reason the smaller screen sizes I've looked at are a bit higher in price than the 15.6".

Those I have aren't garbage machines, just being Renewed/Refurbished makes them about 1/4th the cost of when they were new, absolutely nothing wrong with saving money when a product is useful to the buyer. Just as quickly bad-mouthing products isn't a blanket cause to avoid them. I prefer to build my own Desktops but pricing of components is such that the volume buyers will always be able to beat out a custom builder for the same/comparable machine but there are those of us that prefer the latest, greatest, fastest machines but they do things others of us don't like high-power games, video creating, large data bases and spreadsheets, graphics editing, etc. Used to be Macintosh was the only game for such things but Windows-based programs have been getting so much closer to that performance and generally at a lower cost. One of the reasons I've kept up with the newer Versions and their updates since starting building computers back in '94 is to work with clients when they Upgrade.
My first IBM type computer was a Gateway a 486 bought with the very first Windows, back then Gateway would burn in each system for 24 hours, you could not get them to just ship the system without the 24 hour burn in, this quickly was stopped with just the checking a percentage of parts at quality control.
I think all computers today are built with around the same parts, some are better protected in the housing build but it all comes down to the cost of the computer.
How well the quality of the parts are controlled how much inspection is given and how the company building it cares about their warranty returns for repair.
Today you can find a good system for $500 or a lot less, that is better then the ones 20 years ago that ran $5000+
My old HP DV6 has a better build quality then my newer HP 116DX but the 116DX runs much faster because of it's updated parts, and it cost me $469 where the old DV6 cost $800 when bought new.
- The way I use Chrome browser, 4 GB didn't make it. All problems went away when I added 4 more GB.
- The old E-series latitudes are durable and cheap. Using one as a travel machine, I'm less concerned about damage or theft, and I can afford to keep several for different purposes. Plus the older machines sometimes have more vertical pixels, making them more useful for document editing and simple graphic work. I wouldn't pay $170 for an old one, though.
In this case, installing more ram won't allow for better performance. It will however allow you to have more apps open without feeling too sluggish. I'd look at the cpu socket and upgrading to the highest cpu you can throw in there as long as it doesn't cost too much and secondly (which it looks like it can't be upgraded further), I'd look at replacing the hdd with a ssd, which will help things move along a bit snappier, again the bottleneck here will be your cpu.
