stuttering of sound and screen moving no unordinary taskmgr results

as in the discription my pc some times start to stutter with sound and visual screen movements for up to 5 minutes even

task manager seems not to report unusual behavior of and chip clike cpu gpu or ram and sush things
like when playing cod black ops 4 i suddenly starts stuttering in mid game
or on firefox of google chrome is starts stuttering when watching a movie on disney or netflix
even the mouse pointer starts to stutter in movement in windows it self
the pc is not even a year old and has an nvme m.2 ssd wich is from 3-4 years back
and has a health percentage of 70 %
i have updated to windows 10 1909 recently because of ram issues
and have no extra programs running except for the above named incl nvidia and discord

If any advise or help can be given please do so and thanks in advance
    with kind reaurds marthijn

Hi, has this started to happen since upgrading to 1909? What was your previous build?

Try running Latencymon (free) - just search- leave it running long enough- and post its GUI report.

Note that if it does report an issue, this can be hard to track down.

Is your PC custom built as there's no model number? How old is it, and what version of Windows was installed when you bought it? Do you have a link for the driver download page for your PC or MOBO?

Thanks, latest BIOS is 2019-11-27 - outside possibility it might help, noting comments about M.2. SSD and PCIe compatibility on that page

    - perhaps correlated with update to 1909?
before update recently 190* probably was 1908
Would that be 1903- or perhaps 1809?

    - sorry, do you mean this started before the update to 1909?

    - latency mon said something about power trothling ?
    - is that a word? Best to post a screenshot.
There is a longer text report as well.

CPU throttling- anything that limits the CPU maximum speed or performance. E,g, settings here:
stuttering of sound and screen moving no unordinary taskmgr results-1.png
or in your BIOS- including CPU voltage if such settings are available.

When your PC is nominally idle, does your task manager show low or zero resource usage? (CPU, disk and internet)?

There's really almost no one on tenforums great at resolving this sort of issue. Given the report- and the text report from Latencymon may tell you more, best to start searching for comparable reports.

Resplendence doesn't seem to have a suitable forum- other forums contain reports.

In some cases the cause is a driver, and older build of Win 10 work well, later, with different driver versions, don't. Your report seems to be different and invites examination of the speed at which your CPU is running, andwhether it ever reaches max speed under load.

I would also suggest you check your disk transfer rate. Some people find their disk operating at 100% for a mere 10MB/s transfer rate after upgrading.
